Scenario: Educator Yelling and Smacking A Child - Reportable Conduct

"You are an educator in an education and care service. You are working in the nursery where you witness a colleague yell at a young child who would not settle to sleep. You then witness your colleague smack the child while physically forcing the child to lay down in the cot."

Is this a reportable conduct?

I think it is a reportable conduct as per the Ombudsman Reportable conduct.
