 lines of accountability
 communication structure
c) Identify:
educators:
 number of educators required for the service
 number of educators required for each room (ratio of educators to children)
 qualifications of educators in each room and overall in the service
 ancillary staff (e.g. administration assistant, cook, etc.)

d) Design:
a weekly educator and staff roster, including educator and staff break times
