Who is the person responsible for coordinating adequate supervision in the outdoor area? My teacher said it isnt the educator.

The responsible person in charge (the one signed in on the roster for that shift) carries the legal accountability for making sure outdoor supervision is coordinated properly. Educators are the ones actively supervising, but the responsible person is the ‘on‑duty captain’ who checks ratios, positions staff, and ensures the plan is followed. So while educators do the hands‑on work, the coordination responsibility sits with whoever is marked as responsible person at that time
