Strengths & Weaknesses Of An Evacuation Procedure

Hi, i'm a newbie so please bare with me!!!!
Im currently studying for a Diploma in childcare and I have hit a brick wall with a question (last question i need to answer to finish the book),
Evaluate the strengths and weaknesses of an emergency evacuation policy. I have spent the last couple of days reading procedure after procedure trying to answer this question. I haven't actually got any answer started yet, any guidance would be greatly appreciated!!!! Thanks

This may help:

Managing Emergencies

Just have a read through the above and compare the information to an evacuation policy. Does the policy have job delegations, relocation site, emergency backpack in place? No, this could be a weakness and strengths could possibly focus on what it does have in place...
