Please help, I really have no idea about this situation!

Scenario - You are out with colleagues and a parent sees you and starts talking about other families from the centre. They tell you that they have seen one of the other families who lock their three children under the age of 10 outside the home on weekends for extended periods of time.

Question - How would you deal with the situation at the time? What would you say?

I really don't know what to do... I would assume that they would need to report their concerns to the department of child services?? But I don't think we would be legally allowed to say or do anything as we have not witnessed this??? Is that right?
Any assistance with this question would be greatly appreciated!!!
