Modification To Music and Movement Curriculum

Can someone reword this question, I am having a brain blank moment and trying to wrap this question around my head......I am not asking for answers just some direction with this question.

Describe a modification you might make to a music/ movement curriculum to stimulate interest and involvement in music and movement experiences, based on evaluation information that indicates that some children are not participating when singing and movement activities are structured and taught

This question is asking what changes will you make to a music experience if not all children are participating in it. For example, if you were singing songs during group time and not all children are interested maybe you could give the children musical instruments to play while they were singing.
