Services Intent In Relation To Sustainability

Can someone please clarify what this question is asking for?
How can a policy be structured to signal a service's intent in relation to sustainability?
Please and thank you
Is it compliance with all relevant legal requirements, prevention of pollution and prevention of workplace injuries?

I think it's more about addressing sustainability issues within the service..

Such as waste management, providing sustainable education to the children, water management etc.

So if i answer with
-displaying sustainability messages inside the entrance,
- create a sustainability section in newsletter, including what centre has done
-develop an environmental calendar
-use a worm farm and compost bin to reduce food waste
-role model energy and water conservation
etc etc am i right?
