Indicator Potential Development Concerns
1. Inappropriate interactions with others
Needs example The interactions children have with other children will be an indicator of the level of their emotional and psychological development. Children who are exposed to inappropriate relationships with other children and adults develop habits, values and morals that are taken with them into their childhood and adult life.
If playing a game of Follow the Leader and the child is not listening or following instructions talk to the child quietly and individually explain rules and have the child repeat the rules. Reassure the child they will be the Leader when their turn comes.
2. Proactive and reactive aggressive behaviour
Needs example Reactive aggression is predominantly fear-based and impulsive in nature. For example, children may act out aggressively in situations where their play is challenged, if they have another child act out on the, through frustrations with an experience (poor resources, not enough resources etc.). Proactive aggression tends to be more calculated and predatory in nature, which may see a child engaging in aggressive behaviours to self-satisfy or impose their will.
If playing the ‘sand pit’ and a child throws sand over another child and then starts yelling and screaming. Speak with the child quietly and individually to explain that this is not the way to behave, speak with the parents to discuss the behaviour and how the child can regulate their feelings.

I think your second response on aggression is fine because children shouldn't show so much aggression at such and early stage. It could be a cause of concern for emotional and social development.
For your first one maybe you could change it to something like speech and language delay. Just say a child at the age of 3 can't speak, form words, be understood there is a cause of concern...
