She wonders why gentle Jett is turning into a bully

Oh sorry i only needed help with the 2nd question lol my bad! Thought i wrote it. I couldn't find in my text book anywhere about the steps you take, just courious if anyone has a book i could look up or a website with that type of information?

I'm a FDCer So in my situation I would report to my coordinator discuss it with her and speak with the child's parents
In a center I assume you would go to your group leader and follow the centers policy and procedure (if there is one??)

If the educator is the assistant she would go to the GL if it is a GL she would probably document his behaviour and then go to the assistant director or director.
Usually with issues like this it is better to do some extensive obs and document everything as evidence to support your concerns.
