Practice Principles Referring To WHS Policies & Guidelines

Which practice principle in the victorian curriculum framework refer to WHS policies and guidelines?

I was thinking that it should be the number 5 that is :
Respectful relationships and responsive engagement
as it mentions in it to provide safe and stimulating environments for children.

Just need feedback on my understanding.
