Meaning Of "The American Question" - Rogoff

I'm just having trouble with a question in groups 5 task 002 'Assessment methods and tools'

'Explain what Rogoff means when she refers to 'the American question' in relation to the documentation of a child development within a social and cultural context?'

I'm not understand what she actual believes in and it's just confusing me.
