Strategies for children affected by conditions that outside your expertise

Hi there,
Can someone please guide me into the right direction at answering this question.
As I can't find an answer anywhere and teaches did not help much :(
So I'm stuck :(

Question:
How can you ensure that appropriate strategies are implemented for children affected by conditions that are outside of your and yours supervisor's of expertise?
a) For children that require a Behavior Management Plan;
b) For children that do not require a Behavior Management Plan.

Would really appreciate some help,
