We always get told that you can refer back to your policies if you find yourself in a tough situation where parents don't obide their obligations in childcare.
You could always refer to the beginning of the enrolment I suppose as I'm sure there was some form that they had signed to say that it is their responsibility to pick up the child or have an emergancy place in contact when they can't do as such, maybe you can question them on whether or not the emergancy contact is available because it is not in your duty of care to drop of the child as much as you'd like to.
If there is no other way then maybe the director can drop of the child I'm not too sure about the legal obligations towards that matter to be honest, but i think the centre needs to update their emergancies contact with these parents or ask them to find someone who can be available to this childs needs next time something similar occurs.
