As educators we find that it is hard to care if we get 4 children aged one year in the room with one educator.
Similar situation arises if we get 10 to 11 children age around 40 months with one educator.
In those situations managing the children is not easy and children might not be safe.
We would like to suggest only solution is to change educators to children ratios. My suggestion would be some thing along the following lines,
Birth to 24 months = 1 staff member to every 3 children
Children over 24 months= 1 staff member to every 5 children
Children over 36 months and less than 48 months = 1 staff member to every 6 children
Children over 48 months up to kindergarten age= 1 staff member to 12 children

Children over 24 months less than 36 months - 1:5 - all states and territories - 1:4 - VIC
Children over 36 months to preschool age -1:11 ACT, NT, QLD, VIC - 1:10 NSW, SA, TAS, WA
Over Preschool age - 1:15 - NT, QLD, SA, TAS, VIC, NSW - 1:13 WA
