about doing Research

Hi,
I am working on research plan, research and research report.
The scenario is "you are required to respond to a request from the education service CEO to undertake research into the services current compliance with the elements of the National Quality Standard."
I would like to pick 'Nappy change Policy' as a topic.
What methodology would you need to use? Any ideas please?
