Difference between disruptive and behaviour of concern

The brain matures more slowly in kids with disruptive behaviour
Kids with disruptive behaviour seems to be looking for arguments and ways breaks rules and rebels while behaviour of concern may react to environment and get upset

Kids with behaviour of concern have problem following the rules and may be easily frustrated and angry
The way the brain works in kids with behaviour of concern make it harder to them to control impulsive behaviour.
I m going on a right track?
