CHCECE006 - Scenario: Tim - Bullying Because He Is Better Than His Peers

Hi,
I am doing cert 3 in childcare. I am having problem with the Question in topic CHCECE006 Support behavior of children and young people. The question is related to a Case study.
Case study
After working with Tim for two weeks, carer Josie notices he is developing a behavioural problem different from the one they had been focusing on. Originally he had trouble with spelling and speech and used to get frustrated and angry with staff and other children. Josie’s supervisor had created a program with Josie to support Tim’s behaviour, which was starting to work. However, Josie now notices that Tim is bullying other children.
She discusses the behaviour with her supervisor to come up with suggested reasons for the new behaviour. She also documents the behaviour on Tim’s behaviour observation sheet. Josie believes that it could be a result of the extra attention that Tim had been receiving, and that this in turn might be leading to a belief that he is ‘better’ than his peers. This is obviously a difficult situation, so Josie writes down her ideas and presents them to her supervisor for discussion with Tim’s parents and other staff.
I had answered the first question of this case study. But the second one I can not understand. The question is this.
b) Prepare a short report for your supervisor that would allow them to make an informed decision about the need for additional support. Include your list and report in your portfolio.

I can not understand what should I write as answer to this question. Do I need to write the observation about Tim as answer ? or the generalized idea about the need for additional support for the children with behavioural problems ? And what is the list mentioned here? Please help me understanding this question. As I am having problem in understanding the question itself I don't have any answer to this.

I think the report should include the behaviour that Tim is displaying and the bullying that is occurring with his peers and how this is effecting others within the setting. The list could also include strategies and ideas that will help Tim with his bullying...
