Behavior management plan

I am currently studying my Diploma and have to prepare a behaviour guidance plan for a Chinese boy aged 4. He is new to the service does not like to share does not respond well to instruction, often swears and is abusive towards educators and other children. He is mostly cared for by his nanny who he lives as she allows him to do whatever he wants. Any ideas as I have never completed one of these and it's confusing me. I am aware of having to establish 2 long term goals with 3 short term goals for each one.
