Access to water

Hi, I am the room leader in the 16mnth to 2yrs room, I am wanting to move the children's water bottles to a shelf just out of reach of the children but in full veiw so as the children can still communicate for their water bottle. But regulations say children need access at all times, would this be considered as access to water?
Water bottles are currently on a Ikea trolley and the children drink from what ever bottle they can reach and spitting water on tables or tipping it all over the tables and floor.

Even though the water bottles are in view and out of reach, the children should be able to access them without having to ask Educators for them. Instead of having them on an Ikea trolley put them on a low table in a tub, so if water is spilled it's maintained.
