Softfall Within The National Regulations

Hi I am wondering if someone can help identity where "Softfall" belongs apart of the National Regulations.

e.g Is it in the National Law:Section 167

Use of soft fall under equipment
3.5 Any impact-absorbing surface provided under or around equipment available for use in an
early childhood education and care service should comply with relevant Australian/New
Zealand Standards relating to playground surfacing specifications.

I can't find it or anything remotely close to it... Maybe this:

103 Premises, furniture and equipment to be safe, clean and in good repair

(1) The approved provider of an education and care service must ensure that the education and care service premises and all equipment and furniture used in providing the education and care service are safe, clean and in good repair.
