Stakeholders and A Typical Budget Of A Childcare Centre

Hi one of my assessments is wanting me to design a childcare.
I am stuck on stake holders and how the decision making will be made with stake holders.
Also what is a typical budget of a child carecentre look like
Please help

Stakeholders are people that have a direct link to the centre so this can include:

families
educators
children
people within the community dealing with the centre
owner of the centre etc.

Stakeholders have the right to review and be consulted on policies, give feedback on the services being offered, be involved within the centre through different means etc.
