I recently attended a workshop where we had this ice breaker activity that may help you formulate an answer to your question.
'Think of a time you last felt safe, what was there, who was there, what was the occasion, etc
Surprisingly most responses were about functions and events with the following;
-Friends and family;
-People we can relate to;
-Food, celebrartion;
-Home, language, some artifacts that reminded of home;
-Freedom of expression with no judment, memories retold;
-Thanks giving, souveniours etc, the list was endless;

The answer to your question is 'a culturally safe environment is a more or less - an environment, which is safe for people; where there is no
assault, challenge or denial of their identity, of who they are and what, they
need. It is about shared respect, shared meaning, shared knowledge and
experience, of learning together with dignity, and truly listening.

Understanding that even though people may be different from you, differ in opinion, it is okay and you are okay with it.
