[i]Here is the Question Im stuck with. Not sure if Im over thinking it or getting tired, but I cant seem to get my head around it.

[i]I have read the book over and over again, even tried google, both made me more confused. In the book I was even unable to find the words "Level of compliance".
What am I doing wrong? Am I just overthinking it?
Some input would be great.
