I just had a look at the DEEWR site and it has some information regarding "Compliance Requirements" and what happens to a service if it's non-compliance. I'll give you the link below:

Hi,
To talk about compliance, you also need to take into consideration the 7 quality areas outlined by the National Quality Standard for children services in Australia. Just go to their web site and you can find it.
