CHCDIV002 - Self Determination For Indigenous People

Stuck on this one please help,

What does it mean to say that Indigenous people need to be self-determining and to have some control over community services and programs? What stages might be implemented to support this?

I don't understand the questions..

The right to self determination has particular application to Aboriginal and Torres Strait Islander peoples as Australia's first peoples. Self-determination is an 'on going process of choice' to ensure that Indigenous communities are able to meet their social, cultural and economic needs.

Here's my description of self-determination, hope it might help others:

Self-determination is where a person takes control of their own life, make their own choices and be free to pursue social, cultural and economic development. For Indigenous people, self-determination includes having the same rights as mainstream Australians and being able live in the same way.
