Well according to Piaget (child development theorists), there are 4 factors that influence cognitive development:

Maturation of the nervous system.
Experience.
Social transmission of information or teaching.
Equilibration (innate tendency for mental growth to progress toward increasingly complex and stable.

Or could it be more general such as:

Culture
Family
Community etc.
