how do you deal with 2.5yr old and 4 yr old riding bikes, the big kids crash into the smaller ones-who struggle to reach the pedals or just use their feet

If it was me I would probably give warnings to 4year olds, if they dont act responsibly then take them off the bike till they understand they must not crash into them. Or a separate area for the 2 year olds to ride. I dont know if this helps

Why don't you create 2 different bike tracks... One for the older ones and one for the younger ones. You could use skipping ropes, cones or even draw arrows on the ground using chalk for children to ride over... You could label the arrows off e.g 1 for the older ones and 2 for the younger ones so they can all stay on their own path...
