Overiding Requirement To Access Funding

Hi guys,
I need some assistance with two questions;

-What is the one overriding requirement which service providers must comply with to access funding?

At the moment I only find that you must comply with a service agreement with the department of education and early childhood development and operate in accordance with the standards and guidelines.

But not sure if this is correct.

Second question is;
- Detail how funding body requirements may affect development of policies in a community services organisation.

All of the information regarding 'funding body requirements' all state that it can affect the development of policies but it doesn't say 'how'.
