Indoor and Outdoor Program Evaluation

Would I be able to get some help regarding my question.

2. Develop, implement and evaluate an appropriate indoor and outdoor program for your group of children.

This includes: At least one (1) secondary source ????????

Could secondary source mean a program from a different centre?
