Requirements In Relation To The Program

Hi Guys Im finding hard to find the exact information on a question
its question 4.3 The national quality framework
its says refer to the National regulations and list the four requirements stated in the list in relation to the program the service provides.

I found a list but it has 7 regulations and also 4 more amendments made in 2013...
I'm so confused, please help!!
