Process Of Developinng Policies

Could anyone please assist me with the following question?


Q) Describe the formal process that may be put in place to develop policies



A) Identify
Goal of the policy
Research and investigate
Draft policy
Review
Final
Implement
Monitor


Not sure how to go about this as I was marked wrong, perhaps I needed to add more info for each step but would just like to know whether these are the actual steps.
