Does anybody know what types of rules or limits are applied for 2yrs - 5yrs ages children at services?

Childrens out of baby room; for example: toddler, junior kinder, pre kinder, and kinder room Childrens aren't allowed to be carried..
Babies who is finally confident in walking, are no longer meant to sleep in cots. Only on the bed mat - on floor..
Am I right.. Or wrong?
