Legal and Ethical Considerations When Developing Policies

Can anyone tell me 4 legal and ethical considerations when developing policy?

My response : legal - following the state/territory regulations
Following the approved legislation/

Ethical - Consulting the stakeholders when developing policies
Considering any objections by the stakeholders including parents, employees ?

Can someone please help??
