Yeah you're on the right track with your response.
Basically the question is asking what safety considerations you need to make for each of the points listed. So, for example with gardening you could also include: make sure that the tools aren't too sharp, there is enough tools for toddlers, if using compost make sure that it is safe for toddlers to touch, check the area where you are gardening for potential hazards etc. The level of supervision required for gardening is high as the toddlers need to be supervised at all times during this activity.
Just think about younger children need to be highly supervised where as the older children can be supervised on a medium level... Depending on the activity...
