Scenario: Ada - Bathing Suit

I am trying to answer the questions of the scenario of ADA and the second question i am finding difficult to answer. On one hand should the parent have already mentioned the religious beliefs before the swimming excursion and their view of ada wearing the bathing suit as she cant obviousley swim in a dress. Or go over the parents head and say that they should of read the letter that went out ? please help.
