What is your answer so far or What have you done so far as an attempt to solve this question?
Far I have got there is no universally agreed definition; indeed, people's understanding of human rights is continually evolving. There are general understandings, though, of what is meant by the term. One way of looking at rights is to see them as a special kind of claim on others. For example, the right to education means that everyone is entitled to a good education and, in particular, that governments have an obligation to provide education facilities and services.
Another way of understanding human rights is to look at the specific human rights that people around the world have agreed upon. Equality and freedom from discrimination are generally accepted as fundamental. Specific rights include the right to life, freedom from torture and other cruel and inhuman treatment, rights to a fair trial, free speech and freedom of religion, rights to health, education and an adequate standard of living. There are many others.

Re: work in partnership with families to provide appropriate care for children
What is meant by human rights (this is cut and pasted directly from the Australian Human Rights Comm page so please change to your words)
Human rights recognise the inherent value of each person, regardless of background, where we live, what we look like, what we think or what we believe.
They are based on principles of dignity, equality and mutual respect, which are shared across cultures, religions and philosophies. They are about being treated fairly, treating others fairly and having the ability to make genuine choices in our daily lives.
Respect for human rights is the cornerstone of strong communities in which everyone can make a contribution and feel included.
I think you can use your own judgement and words for why they are important - eg: so everyone is treated fairly, has their own beliefs respected etc....
What are the implications for families. Well families that have had their human rights not met ; ie; discrimination due to their background etc may not be treated fairly by some people in the community. I am not sure who your target group is. but say it is Indigenous people the stolen generation could come into it, or not having basic health care etc...
There are many key initiatives being undertaken and again id depends on your target group, could be boat people initiatives, health care for indigenous australians etc.
Early childhood groups could support these by ensuring they treat each person with respect and dignity, perhaps giving out pamphlets highlighting services for the target group, for instance, my centre has a poster outlining dental health for toddlers as many families in the area cannot afford this, and a special program has been set up to help these children. I ensure that all parents know about it and how to get onto this program. This promotes being treated fairly in relation to health care.
Hope this is of some assistance.
