Responding To Quotes Relating To Child Abuse

Can some one please explain how you respond to quotes relating to child abuse
'Child abuse and neglect offend the basic values of our state. We have a responsibilty to provide safe settings for at-risk children.' (Matt Blunt)
Any help would be greatful!

Maybe you need to describe how we provide a safe setting for children at risk... For example: being mandatory reporters, observing children's behaviour, being involved with the family, asking children open ended questions that may help us get a better understanding of what's going on at home etc.
