Key Steps In Developing A Quality Improvement Plan

Hi, just wondering what the key steps in developing a QIP are?

I thought maybe this...
•Advice is received that the process has started for Assessment and Rating. Granted six weeks to submit.


• Confirmed date is received for the assessment and rating visit and information about the visit process.


•The site visit; some on the spot feedback and are advised on minor adjustments to be made within specified areas/timeframes.


•Draft assessment report is received with the proposed ratings in which they are able to comment, discuss and clarify within 10 working days.


•The Regulatory Authority considers all feedback on report.


•The report is finalised and sent to approved provider with final rating. They have 14 days in which a review request can be lodged.


•Conduct a self assessment.


•Consider any quality improvement areas.


•Plan ways to improve areas.



OR this...


Choosing the relevant quality area and element suited to the issue


Considering an outcome or goal to seek


nominating a Priority level


implement steps on how to reach outcome/goal


Deciding on a success measure

Submit the plan: timeline for new services:
The Quality Improvement Plan must be submitted to the regulatory authority within three months of the granting of the service approval (see regulation 55).

Develop the plan: timeline for existing services
Existing services that transitioned to the new system on 1 January 2012 (1 August 2012 in WA), were required to develop a Quality Improvement Plan by 30 April 2012 (30 November 2012 in WA).

Review the plan annually and submit it on request
The approved provider must also review and revise the Quality Improvement Plan for the service at least annually, having regard to the National Quality Standard, and submit the most current copy of the Quality Improvement Plan to the regulatory authority on request (see regulation 56).

Keep a current plan on the premises and make it available to families and regulators
A service approval is granted subject to the condition that the approved provider ensures a current Quality Improvement Plan for the service is kept on the premises of the service at all times or, in the case of a family day care service, at the principal office of the family day care service (see regulation 31).

The Quality Improvement Plan must also be made available on request for inspection by the regulatory authority or an authorised officer and to parents of a child who is enrolled or who is seeking to be enrolled at the service (see regulation 31).

Revise the plan
The Quality Improvement Plan is designed to be a dynamic, evolving document. It is anticipated that services will have up to six weeks after receiving notification of the commencement of the assessment and rating process to undertake any necessary revisions to their existing plan before they submit it to the regulatory authority.

Collaborate widely when developing the plan
It is recommended that services adopt a collaborative approach to self-assessment and the development of their plan, involving wherever possible children, families, educators, staff members, management and other interested parties, such as representatives of a community agency that works with the service to support the inclusion of children with additional needs.

Update the plan after assessment and rating
It is recommended that the service update their Quality Improvement Plan after the assessment and rating process is completed to reflect the outcomes of the assessment and rating process.

The assessment and rating process: detail
A flow chart and steps with more detail are provided in the next section to help services understand the context of time frames, the interconnected nature of self-assessment, quality improvement planning, and assessment and rating.

How about this:

How many Quality Improvement Plans need to be prepared?

You need as many Quality Improvement Plans as you have approved education and care services. For example, an approved service may provide before and after school and vacation care and these could all be covered under one QIP. But if the provider had two service approvals; one for the vacation care held in one location and a second approval for the before and after school care held in a different location, then two QIPs would be required.

What information has to be included in my Quality Improvement Plan?

The Quality Improvement Plan must:

include an assessment of the quality of practices of the service against the National Regulations and National Quality Standard

identify areas the provider considers may require improvement

contain a statement about the philosophy of the service.

What should be considered when preparing a Quality Improvement Plan?

Does our statement of philosophy reflect a commitment to improvement?

Are our resources targeted to support our plans?

Are we collecting and using the right information to help our planning cycle?

How do we handle complaints?

How do we review our policies and procedures?

When does a Quality Improvement Plan need to be ready?


The provider of a service approved after 31 January 2012 must prepare the QIP within 3 months and submit when requested by the regulatory authority.

If you are unsure when you should submit your QIP, please contact your local regulatory authority.

The Quality Improvement Plan must be on the premises and available at all times. For family day care services, it must be available at the principal office.

The QIP must be made available on request to parents of children enrolled at the service, or who are seeking to enrol a child.

Approved Providers must review and revise the QIP:

at least annually, and

at any time when directed by the regulatory authority.

How long should a Quality Improvement Plan be?

There is not a minimum or maximum number of pages required when completing your Quality Improvement Plan (QIP).

The Guide to Developing a QIP states that the QIP must include strategies to address those quality areas noted during the self-assessment or assessment process as not meeting the National Quality Standard or any regulatory requirement (page 6).
