Creating Staff Development Plans

Just wandering if anyone could help me out with a few questions. I'm stuck on one of my assignments!!!

Developing staff.

Part A-Create a staff development process

Develop a process which explains how staff development plans will be implemented in your organisation. The staff development process must include:
1- A description of the requirement, purpose and objectives of staff development plans.
2-The means by which staff development plans will be implemented (i.e, who is responsible, timeline for implementation, provisions relating to time-off from work, where required, to undertake activity/strategy, budgetary constraints etc)
3-Description of how staff development plans will be reviewed (i.e, purpose of review, person responsible, timeline/frequency, how staff member will be involved in review, outcomes of review etc.)

If someone could seriously help me, I would forever be grateful, been stuck on this for almost a week, researching and nothing is helping me...
