CHCECE019 - Facilitate Compliance in an Education and Care Service

I'm stuck on this question in this assignment:

How are regulations arrived at and how can you participate in the review process?

I have been scouring the ACECQA website for information, and reading through the National Regulations and the Children's Services Regulations 2004. If the information is there I've missed it somehow. I have no clue how to answer this :( I guess I would include the relevant areas of government responsible for creating/enforcing the regulations? This is all I really have so far. Any help is greatly appreciated!

Could this be it:
On 9 December 2011 the former Ministerial Council for Education, Early Childhood Development and Youth Affairs (MCEECDYA) made the Education and Care Services National Regulations under sections 301 and 324 of the Education and Care Services National Law as applied by the law of the states and territories. The Regulations are published on the NSW Legislation website.

As for the review process you can take part in surveys, questionnaires, offer suggestions and feedback etc.
