CHCECE001 - Respect and Protocol For ATSI Communities

Hi there
Having problems on who to talk to regarding question 3 on a communities local Indigenous people , Im in nsw Kyeemagh who would be my first contact, and how to ask the question with respect/and protocol, i have read all details but still find it hard to talk.
I have found the website Kuringgai which answer the questions expect for name and contact

please help me
