No programming time if under 15 children??

No programming time if under 15 children??

I've recently been allocated to a new room. In this room there are under 15 children in total and 2 permanent staff including me. I have been told by my director that because we have under 15 children in total in the room only 1 educator is permitted to 2 hours of programming time per week. The director has explained that the other educator and myself can take turns programming, so I have a week of two hours then next week the other educator has two hours and so on. Im finding this difficult as I only receive four hours of programming time a month.

Just wondering where I can find where this "new rule" is stated (Definitely not in our policies either) as I can't seem to find it anywhere and/ or if this rule is true?
