Can a new employer ring you an old employer to get a work referee without your permission.

Usually they would need your referee to know they are going to call and will ask you to inform them or if they know they may be getting a call.
I had forgotten to inform one of my referees once and when she was called she refused to give them any information about me until I said it was ok for her to talk to them.

Depends on the old employer... sometimes it is fine if you have a good relationship however other times it can cause a problem and in the end bite you in the back. It's best just to ask your old employer if you can add them as a referee on your resume.
