Sensitive Issues Being Resolved

Hi everyone, there's a question i'm stuck on that my teacher can't help me with, she gave me clues but hasn't really done her job i guess. Well this is the question: Activity 7
What preparation would you make to ensure sensitive issues considering cultural factors could be quickly and sensitively resolved?
I tried to have a go at it but told it was wrong, I would greatly appreciate the help.
