Scenario: Rosalina - Information Of Policies and Procedures

The student continues to shadow Rosalina (21 years old, has been employed for about 8 months) throughout the weeks. One day when they were outside with the children, the student asked Rosalina the following question:

"I'm amazed by all of these written policies and procedures. I know the children need to be safe but it seems like you have a policy for every single thing you do. Isn't that just the way over the top?"

Question:
What information/explanation should Rosalina provide in regards policies and procedures?

Please help me, it's my last question before I complete my assignment and course :)
