Researching People/Groups Who Make Decisions

I am so stuck on this one question. I am not sure where to start or what direction to take and everytime I think I know what I am doing I get stuck again. The assessment requires me to research people or groups within an educational environment who make decisions. The kinds of decisions which would be considered major or minor, which level is responsible for the decision, the relevant policies/ legislation that would relate to the decision.
Do I pick a policy and work from there? Such as bullying or something? I am really not sure where to go from here. Any help would be appreciated. Thanks :)

Well some people that make decisions include:

- Educators
-Parents
-Director
-Management
-Children

So for example a change of policy will be decided by educators and parents as well...
