Please can I get some more information or websites to answer below question on scenario.

Scenario:"Tommy’ arrived to child care with his Mother and had swelling and a bruising to the left eye. When the Educator asked Tommy’s mother what had happened she looked away and mumbled: ‘he fell and bumped his head’ Tommy’s mum then quickly left without saying goodbye to Tommy or the Educator.Throughout the day Tommy seemed withdrawn and had several toileting accidents, which is extremely rare for him. He was extremely distressed when the Educator was changing him saying how ‘Daddy’s going to be very angry with me’.

Q)In reference to the scenario above, What procedures should be followed according to current legislation in your state that is (WA) to report abuse?

My ans: Your first point of contact is with the Duty officer from Department for Community Development, from the office closest to the home of the child. The duty officer will discuss your concern with you and ask you some specific questions and record it, then an initial assesment takes place.Wherever possible feedback will be given to you. When the assesment has found that action needs to be taken to promote or safeguard a child's wellbeing, action is taken.If you make a report you can expect to receive feedback about whether an investigation took place and the outcome of that investigation. If you are unhappy with the outcome you can ask for the name of a senior staff member with whom you can discuss your concerns.

I need some more brief information on the procedure this is not enough.
