Things such as adequate support structure (extended family, good role models, community services such as child health nurse, mother's groups etc will support capacity of families.
Transport is another big one. If families do not have adequate access to transport it can undermine capacity to support their children. this means without a car or without access to regular public transport children may not get to see their health providers regularly or join in with local activities like playgroups. This means the families become isolated which can impede making connections with the community and other support groups.
Concerns over housing and finances also impacts as the family will be so overwhelmed with seeking accomodation etc, that they will have little time, money or energy to spend on anything above this.
