sorry I have another Question this ATSI module is so hard :( I have no idea what this question even means.my trainer is away :( can you please explain what it even means please. Here goes

my Q is : write 500 words explaining why outcomes and measurement metrics must be identified and agreed upon. Who should participate in the agreement and the subsequent evaluations of the strategies and outcomes, and why. What is this likely to achieve?
