Provide a response to these quotes with close reference to the contents of this unit.

What is your answer so far or What have you done so far as an attempt to solve this question?
1) okay so the first one is basically saying abuse towards children (which can range from neglect, (as in ignoring them and leaving them) to sexual abuse) goes against the states norms and values e.g it goes against its laws. The state is responsible for trying to protect children.
2) child abuse is around because adults don’t listen perhaps don’t listen to their children when they are trying to tell them that they have been a victim of abuse.
3) well bureaucracy means this: 1.A system of government in which most of the important decisions are made by state officials rather than by elected representatives.
Basically saying the best service is the one closest to the child, and it’s saying the government must not ignore children in need

Ok am I on the right track I am not to sure what to write or refer it to the content in my unit.Do I list mandatory reporting , legislations or something??

From what I read, what you are saying makes sense... You have identified what the quotes mean.

Im not sure what the contents of your unit is but you will probably have to relate these quotes to early childhood legislation, regulatations and code of ethics.

Just use google and you should be able to find these documents to download.
